Widget gap

   Looks like some plugins that generate widgets also produce a gap between the Title's HR and the first link. Could this be another CSS fix or is it within the plugin/widget itself?

   Not all widgets do this, Looking to exclude a few categories or use and RSS feed widget (both that let me do this create the gap.

   Or is there a way to use the built in Method-Recent Posts to exclude 2 categories?

   Try adding this in Dashboard -> your theme -> General Settings -> Custom CSS,

   .widget_better_rss_widget h4, .jetpack_subscription_widget h4 { margin-bottom: 0px !important; }
