Allow some theme settings to be edited by Editor

   Right now all theme settings require Administrator privileges, however there are often cases where I want the theme settings, or at least those that are simple text fields, to be editable by Editor as well. It would be great if there were an option to allow editors to edit the simple text theme settings.
